Timer is not 100% identified.
Add a comment with in-focus photo of timer posted on flickr.

I don't know how to set it and can't find my manual

You posted under First Alert timers.
I believe these timers are another brand packaged under First Alert name.

Yesterday, a fellow posted at fixya and said his First Alert timer was a Woods timer product.
You can see Woods timers and manuals and compare photos and see if your timer is shown. Link has manuals for each timer shown.
http://waterheatertimer.org/Woods-timers-and-manuals.html

I e-mailed First Alert asking for clarification and support because so many folks are at fixya looking for First Alert timer manuals and instructions.
Searching for First Alert timers, top results give fixya, which promises solutions and manuals.
We fixya folks have lots of information not available elsewhere.
Right now, the web does not show any manuals or instructions for First Alert timers.
First Alert website does not list timers as one of their products.
When I find these manuals, I will add a comment to this post and keep you advised.

Need instructions to set the First Alert TM220 Timer.

For the Model TM-220, 24 hour timer set as follows:

1. Begin with all timer segments on the dial 'pushed up'.
2. Push 'down' the segments required for the 'ON' time;
each segments represents 1 hour.
3. Rotate the dial clockwise until the 'TIME NOW' aligns with the pointer.
