It is the circumference of the wheel in millimeters. You can measure this yourself as each wheel can vary slightly depending upon the tire used, air pressure, tread wear, and rider weight. You can use the "roll out" method: put the valve in the six o'clock position, roll the bike forward in a straight line until the valve is back to the six o'clock position and measure the length between the two points. If you measure in inches you can multiply by 2.54 to get centimeters or 25.4 to get millimeters. Loose the 2 bolts from the rear tire and pull the tire back until the chain tensioned then adjust the bolt again.

My bikes handlebar is coming out on the left side. I don't really know anything about bikes so I need help. (Its a 26" Huffy Mountain Bike)

On the steering stem were the handle bars go through there will be a clamp. This clamp will have one, two or four bolts tht clamp the handle bar.
Depending on the type of bolt used on your bike you will need a ring, socket or allen wrench. Loosen these bolts of about two turns anti clockwise and center your bars and then tighten the bolts.

The wheel size chart in the instruction manual does not include a tyre size of 700 x 54c (29 x 2.1) so I can't set it. Can you advise the setting requied?

It's in the manual. Measure the wheel size and enter it manually.

There's a picture of how to determine the circumference by rolling the wheel one revolution and measuring it. Be as accurate as you can (to the mm).

26 inch wheel becomes 29 inches when you add on tyre depth ( 1.5 * 2 )
29 x Pi is 91 inches
Computer setting should be 91.2 inch or 2316 mm
