I have an RCA 39" television. Model number is 39LB45RG. When I turn it on it comes up with a pinkish screen with the message "Program Update Failed Initial error is occurred"
What can I do to correct this? The remote will not work, and each time I plug it in to power it comes up with this error.

I am wondering if we have the correct model number listed here? If so with the model listed either something is inside like a spider web or that model uses a optical light engine which "might" be able to do this if bad.
Show a torch light on the screen (not too close) when the TV and program is running. If you can see the picture, the backlights have gone off. Anyhow, the TV needs attention by a qualified service technician.
The outup of one of the amplifier circuits in your receiver is shorted. To determine if the short is with one of the speakers or internal disconnect all the speakers and start it up - if you still get the message then it's internal and you will have to take it to a repair shop for a professional diagnostic - extensive electronics experience is required for that.
If you don't then it's one of the speakers. To find out which just connect them one at a time until you get the error and replace the failed speaker.

Option A: Select the GUIDE Plus+™ Menu from the Main menu. Select Setup. Select Options. Select Off.
Option B: Select the GUIDE Plus+™ Menu from the Main menu. Select GUIDE Plus+™ Auto Display from the GUIDE Plus+ menu. Select Off.
Option C: Press GUIDE on your remote control. Select the Menu bar. Press the right arrow button to select Setup. Choose Review Options. Select Off.
I know Option C worked for me!!
