Yes, it's capacitors issue.
I will explain how to fix it:

• Open the case of the LCD

basically in all LCD monitors have two circuit boards (power supply board and system board)

• After you open you will see the two boards are

• You see a board that has a socket for the power source. wrote that the board we're looking for (power supply board)

• Remove all cables connected to the board and take out the board. (get noted before you unplug it)
  

• Now you see it components on board, we looking for capacitor.
• Looking for damaged capacitors, physically you will see a capacitor on the top like a bloated
  
• Replace that capacitor. Done

If you are comfortable with working in tv circuit boards then unplug tv from AC wall socket, take off back of tv and follow AC cord going inside tv that will take you to power supply board, check fuse on power supply board, replace it with same rating written on it if it found blown.
Replug tv back in wall socket and check if it turns On.
If still problem not solved then power supply board is defective and need to be replaced.
Local tv repair shop will help you if you think its not safe for you to work inside tv.

Power supply board have problems,just not dead yet.Replaced the power supply board,will solved this problems.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish power supply board for the replacement.

in the printer there is a power supply board.there is a same type of 3amp fuse on the power supply board.if there is any kind of overheating in the power then the fuse in the plug and fuse on the power supply board blows out.in some cases only fuse on power supply board blows out.this fuse is placed on the board for safety reasons.because in the older model printers when this short circuit problem was happening at that time whole board used to blow out.so in the new model of printer a fuse is placed on the board ,so if any overheating or any power outage or any short circuit occurs.the fuse blows out instead of whole power supply board. You just need to replace the fuse on the power supply board by disassembling the printer.the power supply board is the green color square shaped board.its the board to which your power wire of printer is connected. the fuse is available at any local electric hardware shop.its not any special kind of fuse. the Y-SUS BOARD is for picture in tv.if the picture is not coming or not proper the Y-SUS board needs replacing .but if the picture is blurry or with linings reparing helps.but in your case the tv does not turns on with y-sus board connected only error led comes on.this means y-sus board needs replacement.

its the problem of power supply in the unit.on the power supply board there are some components that are weak so they are getting overheated as you turn the unit ON.so the power supply board needs replacement. ---------- you can get the required board/parts from local dealers dealing with your brand/model. -------------- This will help. TV needs power supply board replacement that is available with Shop Jimmy, click link to have price info.
If you are handy with electronics stuff repair then it would not be difficult to replace this board. Unplug connectors of old board, remove screws and take out old power supply board. Put things in reverse order and job is done.
