The samsung printer indicates as you mentioned when its consumable covers 90% and may goes up to 110% so you have enough time to procure the consumable and use at the end of life (display ***exhausted) There is a chip called CRUM inside the cart. which keeps all data required. The consumable status report of that printer may be printed on scrolling MENU also it may be view under the
software SAMSUNG EASY PRINTER MANAGER on the computer. This software is available at samsung website.
You didn't say what printer manufacturer or model number If you have simply refilled the cartridge, you'll need to replace the smart chip on he cartridge as well, or reset a sensor actuator, depending on model. If you bought a refilled or compatible cartridge, take it back for a replacement.

The toner cart. has lapsed its life.
As there is a chip inside cart. which keeps record of the page count and toner percent used. when predefined percent consumed it indicates.
The replacement with new cart or replacement of the chip and toner powder resolve your problem.
