How do I lower the back?

To lower the back, lift it until it stops firmly. Now let it fall all the way down. (It might need a little push to go all the way down.) To raise the back, lift it slowly until it clicks once. Each click is a height setting; it will stay at that height. Repeat until the back is high enough. To go back down, start over.
(This definitely applies to Tempur-Pedic TP4100 Office chair.)

what you need to do is go back to were you bought it from and ask them

There are a few possible solutions to your problem thatdepend on the type of chair you have. Ifyou have a wooden or metal barstool with no fabric over the seat, I recommendeither placing a removable cushion there, or attaching one permanently withstrong glue. If your barstool is alreadycovered with fabric, the fabric is probably stretched and attached to the undersideof the seat with strong staples. Take astandard staple remover and pull out the staples. Then, insert any kind of soft fabric likecotton for example. Next, fold theexcess material back under the seat and attach it with staple gun staples. Make sure the staples are not reaching throughthe material because they could poke someone.
