it is how much power the motor has. In the old days people travelled on horses . One horse produced one horse power. So if you had a buggy with 5 horses attached to it you had a five horse power buggy. So your schredder engine has the equivalent power produced by five horses.

Have you changed the intake filter or pipes in any way, too much air could be drawn into engine, check ports, jets and float valve, adjust mixture screw to 4 turns out then adjust by ear half turns either way, check fuel pump return.
Hi Bill, Tried saying WHOA ? Assuming it's a 'parking 'brake, can you block the wheels and have an assistant apply & release it?look under buggy for movement at the other end. A cable or mechanical linkage near one end or the other should have a provision for adjustment.Use penetrating oil,'shorten' linkage to tighten & vise versa it could also be a 'shoe' type brake applying pressure to wheel[s[ or axle. trace linkage from lever to brake. Good Luck

Hi, apply the brake.
Go round to front of buggy.
Hold the 2 large grey buttons on side of frame.
1 pushes down 1 pushes forwards do this & pull buggy down towards you, this will fold it as long as the brake is on.
