Netflix is a subscription service that is delivered by a broadband internet connection. Dial up connections will not work for Netflix. If you have a broadband connection, you will need a device capable of accessing Neflix. Some choices are: a computer, a Roku stream player or many of the network capable BluRay Disk players and Smart TV sets. Currently, a streaming only subscription is ~$8 / month, more for DVD / BluRay disks mailed to your home.
I check GPX D1816 - DVD player Specifications but didn't see an Ethernet or wireless connection(so you can stream down video). If it did then you can use RCA/HDMI cable to connect this to a TV.
Does Netflix support captions on their content? Typically the device settings (the TV in this case) only displays captions if they are provided by the source (ie cable tv provider, a bluray disk, satellite content, etc). If Netflix does not stream their movies with captions in the content, then your tv (or device) will not be able to display it.

make sure you have the rca jack from the dvd player to the tv yellow is VIDEO while red and white is audio(doesnt matter on a small tv set like that for audio) if only one audio jack then just use the white one
