Try to scrape off as much as you can without damaging the shingles. If you have moss growing on your shingles, you have a debris (needles)/moisture/lack of sunlight. Diluted bleach with water in a spray canister is the cheapest way.

It's strange that there's fungus growing on the outer edges of the roof. I noticed mold growing on my shingles around the chimney when I was cleaning the gutters.
