You need to replace 1st the consumables before simulation/reset to prevent further damage to Bizhub 164.

Replace the developer and the drum make sure counters are cleared first and that Gradation adj is run along with Toner adj

replace the drum and developer and clear the counter also ensure you run the F8 after developer been replaced and new drum are installed

Replace the drum and developer first. Resetting counters with out replacing parts is not good. The machine works on base on counter info you reset counters then not replace parts the copier will adjust voltages on certain items when in fact they are same items image problems and codes.
