Power supply: Check if the wine fridge is receiving power from the mains supply. If it's not, there might be a major issue with the mains power or the PSU circuit board in the product that'll likely need replacing if it's faulty.
Condenser fan: The condenser fan is designed to cool the condenser and condenser coil within the Avanti wine cooler. If it doesn't function, the condenser and coil can overheat - causing the internal area of the wine fridge to heat up too. Take a look at the rear of the unit and make sure the condenser fan is spinning freely and not blocked (by dust / dirt) or making excessive noise due debris or a blockage.
Thermostat: If the Avanti wine fridge thermostat is working correctly, it's responsible for making the condenser, evaporator, fan, and compressor work - so it's super important! The thermostat also allows you to control and adjust the temperature of the wine cooler so if the reading on thermostat is inaccurate (or flat out wrong) the wine cooler temperature will likely be inaccurate too.

NORMALLY, wine fridges have two sections, Upper Section for chilled white wines and Bottom section for red wine cellaring. In your case, they are reversed, but is definitely dual zone.

You should get a countertop cooling fridge. They are very compact, about the same size as a microwave oven, and can hold up to 20 bottles of wine.

These units like most fridge/freezers, actually cool the freezer first, then a damper opens that flows freezer air into the fridge side cooling it. The thermostat/switch controls the freezer, the refrigerator is controlled with a damper. The cold water storage tank is usually hidden in the bottom rear of the fridge, behind the vegetable bins, so if the fridge is not cold the H20 is also warm. I suggest you unplug the fridge, empty the freezer and remove the covers. Your issue could be a simple ice blockage of the air passage, or a stuck or broken damper control. Use Sears parts to look up a exploded view of your fridge. At minimum, you will learn a bit, and if you end up calling a service guy, he will know he cannot fool you and overcharge you.

is the link to your manual.Typically in a dual temperature zone wine cooler whites are stored in the bottom and reds on top as whites are better a little colder and the cold air will drop to the bottom of the unit.

You may know this already, but for what its worth. There is a small switch on the bottom vent grill for on/off of light. Check there first.....

I don't think you'll be able to do this without some modifications to the unit.  The wine cooler is designed to blow cold air into the bottom section, and the top section cools down by spillover of cool air flowing between the glass door and the temperature control panel.  
I guess if you could figure out a way to turn the panel that separates the top from the bottom you could make it work.  You'd have to switch the temperature sensing leads on the thermostat inside that panel(that would be pretty easy) and you'd probably want to flip the LED indicators so they read right-side-up.  The main issue would be that the screw holes for mounting that separator panel are all on the bottom, but when you flipped it, they would be on top with no holes in the walls to screw them into.  If you are willing to do that, you might be able to make it work as you would like.
