The Stylist 7258 does not have adjustable feed dogs. To do free-hand stitching (or darning), you need to put the darning plate over the feed dogs. This plate was included in the original accessories with the machine. You can buy a replacement from many sewing machine supply vendors, including https://www.sewingpartsonline.com/darning-plate-singer-087294.aspx .

Probably not. Those will have to be replace by a machine technician.

I have a Singer Stylist 416 and instead of turning the feed dogs off as I would on my Toyota 9090 I have to change the needle plate. It's a thicker type needle plate that doesn't let the feed dogs through, if you see what I mean. Maybe your machine is the same? Hope this helps!

Although it mentions you cannot raise and lower the feed dogs, you can change the throat plate to cover the feed dogs when you don't want to use them.
I couldn't find any reviews for the 518. I think the higher the number, the newer the machine although I may be wrong about that! I have a Singer Stylist 416.
I would look at how easy and expensive it is to get replacement parts for both machines before making your choice.
