Our new house has Hampton Bay (AC-552) ceiling fans in most rooms. All fans are identical. Most work fine and spin normally on high, medium, and low. But three of the fans spin slowly on every setting. There are distinct high, medium, and low settings, but each of those is dramatically slower than it should be. The ''high'' setting on these three fans is too slow to make a substantial cooling difference in those rooms. We have taken apart one of the good ones and one of the slow ones and the wiring appears to be the same.
Two questions: First, any ideas what could be causing this? And second, what is the nondescript black box in the space with all the wires in between the fan blade hub and the light kit?
Slow spinning of the fan might be caused by a low voltage. Is there any way you can measure the voltage, and if the wires are properly connected, check for any loose wiring or rust in between connections. Maybe the breaker that supplies power to the fans has a loose connections inside, try putting a new breaker of same rated current. Check if those three fans are connected to the same breaker. Breaker can go bad from the inside not doing a proper connection and supplying a low voltage, this might be causing the slow spinning of the fan. Second the black box in the space with all the wires is called the capacitor.

Incidentally, that model number listed in this problem description is not accurate. I couldn't figure out how to make this web site accept the model number of the fan I have so I had to just choose one of the preexisting ones. Mine are Hampton Bay AC-552. Thanks!!
