You have to set the channel you want as a favorite first and you can do this from the TV. This is why the channels skip as you press up and down. Sometime or another those were someones favorite channels.
Press "MENU" on the TV until "SET UP" appears on the screen.
Now press ^ or v until "FAVORITE CH" appears in purple.
Now press < or > to display the favorite channel FAVORITE CH menu.
You will use < or > to got between "SET and "CLEAR."
So now go to "SET" and press ^ or v until you get to channel 1.
If you want to delete a channel first then select "CLEAR" and then add the channel you wish.
What your doing when you push the channel up and down on the TV buttons is going through the favorite channels. So make one of the favorite channels channel 1 and program your remote.

The first step is to make sure you have good batteries in the remote. The ones included tends to be cheap and you have no idea how old they are. U are using an RCA remote with Toshiba tv. You are lucky that it even turns the set on. You have different remote frequencies involved and need to use the Tosiba remote or a universal remote that will operate volume, channels and power.
Hello... It sounds like you need to run a channel scan. If you have the owners manual, it should walk you through how to do that. I searched online for one, but couldn't find one. I seem to remember something like "Terrestrial" for Auto-programming channels. I hope this helps!
You can buy a universal remote, any best buy will carry one, I have even found cheap ones at dollar tree or dollarama. They come with a manual with the codes for the make of your TV just follow the coding instructions until you find the one that will operate your TV.

If you are able to access menu and channel setup, you can go into autoprogram and it will scan all available channels and store them. Otherwise you can get a cheap universal or even original replacement remote

yes a universal remote will work but you may need to try several to find one that will, not all work to select your inputs. first try changeing the channel below channel 2, thats were most tv inputs are located (accessed)..
