On the control panel there is a switch that allows you to choose a load size. If you open that panel you will see on the back of that control is small hose. That hose supplies the level sensor with air pressure to sense the level of the water in the machine. Likely the hose has become disconnected, is broken somewhere, or the sensors is bad. Start with simplly removing the cover to the control panel and inspecting the entire hose for disconnection, cracks,splits, etc. If hose is good, ensure there is no blockage at either end. Then suspect sensor/switch if hose is connected and not leaking air or blocked.

Unless you have access to a pump, I would fill it while it is full. The water will come out as it is filled. Gravel would be best, but you may want to be sure no one is watching. Depending on where you are, there are some regulations about such things, as silly as it sounds.
The easiest way to tell if it is filling properly is check the water level when the fill cycle is done...the water level should be level with or just over the heat element (oh it sounds as it the valve is good per the ohms reading) Now then a leading cause of poor washibility results is a clogged filter on the pump and ya should check it your pump filte rhas a build up on it restricting water flow through the pump which will surely give poor was results. The reason your washer is filling when off is because the water inlet valve is faulty, the spring inside of it that is suppose to fully close it is weak so it's staying opena wee bit and water is seeping through it when off...filling the drum with water. By replacing that water inlet valve it will fix that problem.
The part numbe rfor that water inlet valve is 8181694 it could be purchased at your local appliance parts store or online at;searspartsdirect.com, apdepot.com, partselect.com, apwagner.com, repairclinic.com
It depending on exactly what your seeing that will determine the problem.
Does your washer start agitating and keep filling?? if yes it does start agitating and the water continuies to fill try disconnectiing the power and if it keeps filling what would be wrong is that the water inlet valve is sticking open and it would need to replaced
If the washer continues to fill and does not start agaitating would be a defective water level switch as you suspect it may be.If ya disconnect the power and it STOPS filling replace the water level(pressure) switch.
What ya need to check is for power coming into the water valve from the control board by using a mulitmeter set to measure ac volts and when the dishwasher is running...during the times the unit is supposed to fill their should be power into the water valve.
If ya do not have power into the valve the control is going to be the problem,if ya do indeed have electric power into the valve during the fill times ya need to check the house water supply and make sure GOOD water pressure is available at THE VALVE
try checking the where the water hoses connect that water valve is where the water is shut off, turn off the water facuet undue the hoses and look inside the valve does it have calcium buildup? or sand in it? if it does you will have to pull the water valve to clean it in order to get it to work correctly. as i suspected , i looked at your user guide here , its like any other iron , when its standing upright , there is a hole sorta on the top pour water in there and a site glass in the handle area will show you how much is in there . hope that a fix ya .
