Need to reinstall rtl 100.bpl

The could be connected to the advanced system care. Have you uninstalled any virus protective software
It could be that when the computer is starting up its trying to find a program that is either corrupt or missing, a program like a cleaning program.
If its a program you have removed try installing it again and see if that works.
Get another copy of the advanced sys care program and reinstall that. you will find this on the net. http://www.dll-found.com/rtl120.bpl_download.html ..you have not said what windows you have,if you did I did not see it sorry.this is for windows 7.if this is not the one for your windows just go on the net and get the one you need.

There are several reasons why that file might corrupt, an
add-on of some kind being the main suspect. Go to start/run, and type:

iexplore -extoff

to see it that stops the error.
If not, try refreshing all system files with :

sfc /scannow

search for the file and then reinstall it. It will not be there in msconfig window

Answer on Yahoo some more info. I also recommend you to run Autoruns and remove all unneeded start up programs.
