No, it is not possible. Since the records is with your bank - the other bank ATM will not accept this option. Therefore, you cannot use other bank ATM to change the pin. Even when you receive the debit card first time, you have to activate your card in the ATM of your bank only initially and not with another bank ATM

Contact NCR Support. They should have the answer to this problem. That is a proprietary piece of equipment.

The procedure depends on the Bank or the Atm Card provider. Your only solution is to contact the Bank or the Company, who provided the ATM card to you. They will help you get a new one or they will unlock it for you.

I suggest you notify the various government and your bank etc. as soon as possible that you have lost these cards. This is to prevent unauthorized access to your bank etc. You do not want someone to charge things to your ATM card and and/or withdraw money from your bank account.
