inspect the pc drum, if there is no dots, then its ok, also inspect fusing unit rollers and transfer belt for dots and clean laser glass.

You need to have the photosynthetic drum replaced.
That drum is what determines where the toner (think ink) is placed on the paper before the fuser melts it to the paper.
If the drum is old, it will keep previous charges in certain areas that will give you the black lines like you mention.
Once the charge wears off, 10 minutes later, it will no longer transfer that line until it starts to build up a charge again.

I suspect the Waste Ink tank full issue. It is highly recommended to clean the Drum's waste ink tank, to do this, you'll need to disassemble the drum and remove the wasted toner. When the waste ink tank is overflown, the toner power is spreaded on the paper with the toner from the cartridge and makes the print out very bad with ink spread over the paper or splattered.
Please check the drum bar that there's no toner power stuck and make sure to gently blow them away (never touch the drum bar with your hand or any other foreign particles, since it's very sensitive). Also clean the cartridge and the fuser unit. Remove the cartridge, drum, fuser and blow through the passage with a blower so that all the accumulated toner would be cleared.
After everything is cleared and cleaned, reinstall all the components and try again. If the print quality is improved, you'll better replace the drum.
