You probably read web pages written in a language that displays Right To Left
(hence rtl100) There are several reasons why that file might corrupt, an
add-on of some kind being the main suspect. Go to start/run, and type:

iexplore -extoff

to see it that stops the error.
If not, try refreshing all system files with :

sfc /scannow

hope i was helpfull

good luck

Error reads error no rtl100.bpl needs to be re-stall says to re-install with cd i don't know which one is the one to use

Maybe its your motherboard driver problem, try to check your device manager, if there is a problem to a device, try to update its driver by using your Motherboard CD driver. I think rtl100.bpl is a file from lan card driver or sound card... Goodluck!

    Rtl100.bpl what is it.

it sounds like a program was removed and the operating system is trying to run the program when the OS starts up. Are you having any problems with your programs or virus scanner? A virus can disable/remove files or programs. Did you un-install any programs? Did your virus scanner find any malware or virus and remove them? Try all your programs and see if any have trouble starting. Check the windows start-up folder and see what icons are in that folder.
