I turn the printer on makes a skipping noise, took paper out to remedy the paper jam. replaced the printer cartridge and cleaned under and around where the cartridges noting there was alot of black ink and cleaned it. tried a printer cartridge alignment but wouldn't print and wouldn't take the paper. Error keeps popping up saying cartridge is stalled, and opened the lid of the printer, and the cartridges are in the middle of the printer ( yes I removed the packing tapes on the new cartridges before installing them ). and the lcd screen has an hour glass showing. and everytime I tried printing a test page another error will pop up unable to print. I've run HP printer dianostic test and show equipment is running properly. Thanks for any help.

It sounds like need some technical maintenance and at that point you have two options.. take it to a service center, or buy another printer (or if whithin warranty talk to HP about your problem, your attempts to fix it and possibly get it replaced). sounds like a component inside your printer may be either not working properly or there's something inside keeping the rolling componentes from keeping the page straight as it goes through your printer.
It does not sound like a driver problem...
btw.. did you mean carriage jam or cartridge jam??
if it was carriage:

if it is a cartridge error try check the following:
