If you want to raise a number to another, use the ^ key located just above the divide key.
For natural antilogarithm (exponentiation of e), use 2ND [e^x] (the shifted function of the LN key).
For common antilogarithm (exponentiation of 10), use 2ND [10^x] (the shifted function of the LOG key).
To enter a decimal exponent as part of a number, use 2ND [EE] (the shifted function of the comma key, located just above the 7 key.

There is no such thing as a TI89 Plus Silver Edition.

If you mean the TI-89 or TI-89 Titanium, press diamond / (the diamond key below the 2ND key, then the divide key).

If you mean the TI-83 Plus Silver Edition or the TI-84 Plus Silver Edition, press MATH left-arrow 4 .

What does E then a number mean on a TI-84 plus silver edition calculator

It denotes an exponent of ten. For example, 1.1E4 means 1.1 times 10 to the 4 or 11000 (eleven thousand).

Decimal exponents don't work

The EE (or x10^x on Casios) does give a syntax error if you use it with decimal exponents, but the expressions do calculate correctly if you use the full expression with the general power key. The EE key is a shortcut and may have been designed to accept only integer values for the exponents.
I tried that on Casio and the TI calculators.

TI-84 Plus Silver Edition. When dividing negative powers of ten by other negative powers of 10 the calculator it just adds the the negative powers together. How do i fix this? An example: 5*10^-10 /...

To enter an exponent, positive or negative, use the EE (Enter Exponent) key (the shifted function of the , key just above the 7 key). Do 5 2ND [EE] (-) 1 0 / 5 2ND [EE] (-) 1 0 ENTER and you'll see 1.

What I think you're doing (I can't be sure without seeing your keystrokes) is calculating
5*10^-10/5*10^-10 which is interpreted as (5*10^-10/5)*10^-10, which indeed is 10^-20.

Comma key on TI-84 Plus Siver Edition calculator.

The comma key on the TI 84 SE is above the 7 key, and it is just left of (, right of x squared, and below SIN. thats where the "," key is. If you're asking something else, please clearify. My understanding is that you don't know where the comma key is.
