The Need to...

"Should I fix it or replace it?". "Is it worth the repair?"

The "urge" to fix things comes to me in the middle of the night when I ask myself "Why?" If So and So can do it. I like those old TV commercials with the monkey is changing the car oil. (and it's a real monkey to boot!). When the need to fix something hits you, then there is no turning back. You may go to the ends of the earth to accomplish this trivial task! But that's what make the challenge even greater. The simpler the task the greater the challenge! (Here is me trying to restore a Chinese made Kayak; https://www.youtube.com/watch?v=21oeNS1Tsyw
What you don't see is I bought a broken (holes) Kayak for $75 thinking I could fix it. Not knowing anything about "Sea Racing" I got supplies ($100) and started patching it up. But wondered why it was hollow. It leaked on the original owner. Imagine if this happened way out in the Pacific ocean? So, I filled it with foam (another +$50). Then I needed "Tie Downs" for safety equip because I did not want to sink and drown. ($35). Of course a new paint job to show my pride and 4 months of hard work. Finally the sea trials. I can't swim so had my brother (a Kayak person) test it out. Works but real heavy (like 5 times normal?). I try, and well that was the last time.
Lesson? Yeah $300 later and a blue whale stored next to the house. Did I learn something? Fiberglass is heavy and tough to get smooth. Epoxy is more expensive but cleaner look. It's hard balancing on a "Log". Don't build water craft if your not going to use it (in the water)

Yes the LCD screen can be repaired but this camera is a low cost camera but it may not be worth getting it repaired.
Take the camera to a digital camera repairer for a quote then you can decide whether to get it repaired or buy a new camera.

ilo sdtv picture comes on then picture goes to horizontal line in the middle of the screen. it would come back to a full picture but would notice a light green color on the lift and a light red color on the right. now when I turn it on I just get the horizontal line.

Your Horizontal Amplifier has gone faulty. So, it is nearly always my professional opinion that one should always get a "Quote" from the manufacturers recommended service center, Ilo, in your case, please contact a local or head office and ask for a referral to an Authorised service center. I cannot stress how important that last point is. It is even worth the cost of shipping. You see an authorised service agent, will have trained staff, trained on their brand, also they have first hand access to parts, original parts. This will actually save you money and ensure you can actually get it back fixed. Of course asking for a "Quote" also gives on the option of repair or replace. Often my clients,do not go through with repair, unless it is moderate, but in some of the more costly jobs they see it, as do i, that a replacement, with a warranty, is a better option. As an aside here, one could then tear the TV down, and sell the Known Good bits. You'd be surprised who needs parts, i myself often must by from third party sources to effect a repair. So money could be recouped, somewhat,and help out someone else.

Problem with tv

Could be a horizontal output fault, faulty power supply, a simple dry solder joint or HVT. If you can hear arcing or smell an ozone odour, it will be the HVT which may cost a bit.

Without knowing the actual cause, it's impossible to say how much it would cost to fix it.... could be anywhere from $50 to $250 etc

Best to have it checked by a technician and get a quote to repair... then decide if you think it's worth it.

Toshiba is generally a reliable brand, so if you were happy with the picture quality before the fault occurred, it's probably worth repairing.
