When you register or open QuickBooks, you see one of these error messages:
  • Could not initialize license properties. Error 3371: QuickBooks could not load the license data. This may be caused by missing or damaged files.
  • Could not initialize license properties. [Error 3371, Status Code -11118] QuickBooks could not load the license data. This may be caused by missing or damaged files.
  • Could not initialize license properties. [Error: 3371, Status Code -1] QuickBooks could not load the license data. This may be caused by missing or damaged files.
Important: This issue can occur if your product is hosted by Right Networks and you access QuickBooks with WebConnect and then select to open the file without saving. If you use QuickBooks Enterprise and your product is hosted by Right Networks, you must save the file and then import it.

How to fix it:

Before proceeding, ensure that your copy of Microsoft Windows is up to date.
If the latest Windows updates are not installed, the QuickBooks installation can fail or become damaged. To install the latest updates in Windows, click the Windows Start or Logo button, choose All Programs > Windows Update. Once started be sure to install any updates marked critical.
You may need to re-install your software. Have your license number and product number for your version of QuickBooks ready.

Try these steps in the order shown. If the first one fixes the problem, you do not need to do the other steps.

Re-create damaged EntitlementDataStore.ecml
  1. Close QuickBooks if it's open.
  2. Open the entitlement data folder for your operating system and version of QuickBooks.
    1. On your keyboard, press Windows + R to open the Run window.
    2. Enter (or copy and paste) the following information, and then press Enter
      • QuickBooks 2014 and Enterprise 14.0: C:\ProgramData\Intuit\Entitlement Client\v8
      • QuickBooks 2013 and Enterprise 13.0: C:\ProgramData\Intuit\Entitlement Client\v8
      • QuickBooks 2012 and Enterprise 12.0: C:\ProgramData\Intuit\Entitlement Client\v6.0
      • QuickBooks 2011 and Enterprise 11.0: C:\ProgramData\Intuit\Entitlement Client\v6.0
      • QuickBooks 2010 and Enterprise 10.0 : C:\ProgramData\Intuit\Entitlement Client\v6.0
      • QuickBooks 2009 and Enterprise 9.0: C:\ProgramData\Intuit\Entitlement Client\v5
      • QuickBooks 2008 and Enterprise 8.0: C:\ProgramData\Intuit\Entitlement Client\v5
      • QuickBooks 2007 and Enterprise 7.0: C:\ProgramData\Intuit\Entitlement Client\v3
  3. Right-click the EntitlementDataStore.ecml file and select Delete.
  4. Click Yes to confirm you want to delete the file.
  5. Open QuickBooks, open your company file, and follow the instructions to register the application.
