I have a 22" Toro Recycler Lawn Mower with front wheel drive. After many years the original tires wore out, primarily the left front. After I replaced the wheels the front wheels kept falling off. I learned that Toro uses an unusual two layer washer on the front wheels. You need a) either an exact replacement for this washer OR b) two separate washers. The hole of the washer is 3/8" Everbilt has the smaller flat washer PN 637-009 and the larger washer can be found in the Everbilt PN 281-293. The SMALLER washer must be placed closer to the frame, the larger washer is closer to the wheel. Once this was done it ran perfectly. Later I found pieces of the original washers in the grass. Toro had the replacement washer available on their website, I was just in a hurry to get the mower back up and running. The Everbilt washers were purchased at Home Depot.

carb is probably dirty. an out of adj governor will make it rev high.

make sure your tires are at proper pressure first. then you can google how to adjust the drive linkage.

Sounds like the adjustments need to be worked on outside the carb. If they are dry put a little bit of light oil or even WD40 on all the moving parts on the carb. Sometimes they just get dry and a little rusty from sitting.

Clean the carb. The old gas gunked up the orifices.

i dont know your model but most drive belts are located under the seat you may have a tenson spring problem

overhaul the carby , paying to something holding the needle off the seat and flooding the engine

check fuel in the tank check for blocked filter in the tank check for full fuel flow to the carby overhaul the carby

Sounds like the mechanism needs to be readjusted. Does not open it quite far enough.

did mice get in there during the Off Season? Check for Mouse nest or rust on Coil and magnet section of Flywheel. No, no points.

The drive belt is off the pulley, you will need to check under the deck and possibly remove the cover on top of deck to put it back on.

best guess , blocked main jet or water in the carby an overhaul would be in order

Sounds like the belt might possibly be stretched from use. The spring on the tightener might have broke also. Take the side panel off and check.
