First, you need to make sure that the faulty component is the ceramic capacitor. Then check to see if it's broken. Use the multimeter and read the voltage on the capacitor leads. The voltage should read near 9 volts. The voltage will discharge rapidly to 0V because the capacitor is discharging through the multimeter. First thing is to check the wall socket. Use a desk lamp or something similar and plug it into the socket you use for the heater. If the lamp works so does the socket. Next check the fuse. UK machine have a fuse in the plug, other countries use different systems. If all these check out OK the surge may have damaged a circuit board inside the heater. Only a Dyson specialist could help you with that.

Probably the bearings are dry. remove the fan and housing to get to the shaft and oil it. The circuit breaker is shutting it off because it is drawing excessive current.
