Brown outs can damage the power control board of a running product. It's likely that while the other devices that all were affected by the brown out made it through such a condition, your DVR probably did not. The good news is, there is typically a fuse that can be changed which may have blown. If you open the unit up, check the fuse first. If it looks okay, there is a set of capacitors (looks like tiny round cans, usually blue or black) If there is what looks like a weird papery appearance around the can(s), or the top of the cans are bulged or cracked, the capacitor(s) need to be replaced.

Unfortunately, the Magnavox MWR10D6 recorder can not record HD signals. It's only video inputs are coax (RF) and composite video; both are limited to 480i (SD). NTSC (analog signals) are translated to video. Your best recording option is to connect the composite video output of the Dish receiver to the video input (yellow for video, red and white for audio) of the recorder. Then set the receiver to the channel that you want to record and set the recorder to Line In. HD recorders may exist. They are much more expensive than the SD versions.
