Fans run compressor get hot
Its hard to say for sure, but, either it is out of refrigerant or the valves in the compressor are bad.
It the compressor may also be seized. If its hot, but you don't hear it running it's locked up. Hit the compressor with a hammer while its plugged in...(seriously). If it starts run, it's probably going to lock up again and you should see about getting it replaced.

My franklin chef fcr360d fridge
I contacted three of our "off the grid" suppliers that normally have parts that others don't and was told that none of them have the compressor. They didn't even have a suggestion on a compressor that would be the same size and rating as the compressor on the Franklin Chef - BUT since it was primarily sold as an outdoor refrigerator that had to stand up to the elements - they had no suggestions that could be used.
Sorry, but there just doesn't seem to be anything left in anyones stock piles for your unit.

I have a wine chiller
There are many different causes behind machine not cooling.
1. Defrost can be the cause for your refrigerator notcooling problem. To check to see if you have a defrost problem, look in thefreezer to see if there is ice build up on the evaporator cover. (Theevaporator covers are either in the back of the freezer or on the bottom of thefreezer).
2. If the condenser fan (the one under refrigerator) is notworking, the compressor will cut off on the overload. If the evaporator fan isnot running, there will be no airflow to the machine. First walk up to therefrigerator and listen to see if the fans (one in the freezer on one under thebottom) are running. If one is running and the other is not then get to the onethat is not running and see if something is blocking it. If there is nothingblocking it then replace it.
3. Dirty condenser can be the cause for your refrigeratornot cooling problem. If the condenser is dirty, the compressor will cut off onthe overload.
If theseparts working correctly, then probably the compressor itself is faulty. You needto replace it.
Hope this will help you. Good Luck.
