Step 1: Press and hold the device key (TV,
VCR, SAT, etc) you wish to program. The illuminated ON/OFF key(*) turns
on and remains on. If you release the device key at any time during the
Direct Code Entry procedure, the illuminated ON/OFF key blinks 4 times, and the process is exited.
Step 2: While holding down the device key,
use the number keys (0-9) on the keypad to enter your equipment's code.
While you are pressing the numbers, the illuminated ON/OFF key turns
off.
Step 3: After the 4th number is entered, the
illuminated ON/OFF key turns on. At this time, release the device key.
If the illuminated ON/OFF key turns off, you have entered a valid code
and have followed the correct procedure. If you enter a code that is
not in the Code Lists or you do not follow all of the correct steps for
Direct Code Entry, the illuminated ON/OFF key blinks 4 times when the
component key is released - an indication that a programming error has
occurred. In that case, repeat the process from Step 1 and try the next
code in the list.
Step 4: To confirm that remote is programmed
with the correct code for maximum functionality, test it. If some of
the features of your equipment do not work, try programming the remote
with a different code in the list until you find the code that allows
the remote to control the majority of your component's functions as
different codes can provide different levels of functionality.
* some models like the RCR450 have a LED indicator light in place of the illuminated ON/OFF key.

Basically, try holding the TV button, the on/off button should light up. Then press the digits for the code one at a time. If the code is accepted, the on/off button should go off. Finally let go of the TV button. Now try operating your TV.

on this list.Here are the steps to enter the programming code into your RCA Universal Remote:
- Manually turn on the device you want to control.
- Find the Code List.
Locate the section for the type of device you would like to control and
find your brand in that section. Write down the code(s).
- Press and hold the device key you want to program. The on/off key light comes on.
- While holding the device key, use your other hand to
enter the first five digit code for your brand from the list. The
on/off key light goes off after the first digit.
- When finished entering the code, keep holding down the
device key and look at the on/off key light. If the light is on, you
have successfully programmed your remote. If the light blinks four
times and turned off, you have entered a code number that is not in the
code lists or have missed a step in the code procedure. Try the
previous step again.

To setup your RCA Universal Remote Control with your TV or other
devices, you can perform a code search. A code search tries to turn
your set off with different brands' remote control codes until it finds
one that works with your set.
Here are the steps for an RCA Universal Remote Control Code Search:
- Turn on the device you would like to control.
- Press and hold the device key (TV for example).
- While holding the TV key, use your other hand to press and hold the ON/OFF key.
- Wait until the ON/OFF key light comes on and stays on, then release both keys.
- Point the remote at the front of the TV and press PLAY.
- Wait 6 seconds while the remote sends a batch of 10
codes to your TV. If your device turned off, go ahead to the next step.
If the device did not turn off, press play again and wait 6 seconds
again.
- When your device turns off, press the REVERSE key on
the remote and wait 2 seconds. If the device turns back on, press STOP
and your remote is now successfully programmed for controlling that
device. If the device does not turn back on, keep pressing REVERSE
every 2 seconds until your device turns back on. When it does, press
STOP.

Please check & ensure the infrared is emiting from the remote control. Though we cant see this infrared beam with bare eyes, there is a trick to do so in http://www.unique-stuff.co.cc/fixing_remote_control_check_infrared.html Most of the problems is weakened infared beam. Replace the batteries when needed. Hope this fix the remote control problem.

Black and white screen only on DSTV?
RCA video cables handle analog signals. HDMI cables carry digital video signals. You need a converter. If you are using a component video converter, check if you swapped two of the three RCA video cables. (There are some A/V projectors that can do the translation of RCA and HDMI internally. Most TVs do not.)

I have an RCA re20qp80 remote that the mute button doesn't work
Most modern tv remotes are not normally designed to be repaired. You will possibly need to replace it. there are plenty of cheaper after market version that will do the job just as well. Your other option, and yes I know this is a silly answer, when you want to mute the TV is to simply press the volume down button to zero then turn it back up when you want sound.
