Here are some solutions:
1. Try to use some silicon oil in fan apertures to decrease rub
2. Try to manually (look for a mainboard's service software settings) decrease rotation speed if available
3. Less recomended: disconnect fan cable from mainboard and don't stress your computer (try not to overheat, - work with software that uses less resources) and buy a new one when available
Raidmax Sirius case not turning on
Recheck the wiring. Make sure the fans are all plugged into the proper place. Then try reseating the RAM, video card, & cpu. Make sure you have applied a good thermal paste between cpu & heatsink as overheating can cause the system not to boot. Hope this helps & please remember to rate my answer. Thanks.
Psu wont turn on
Test the PSU. Unplug it from the motherboard and then with nothing connected, short the green wire to any ground (usually a black) using a paperclip and it should come on and stay on if the problem was with the motherboard/computer but if it shuts down, then you know the problem is the PSU itself.
If the PSU stays on under no load, then one possibility is you had too much connected to it and it shut down as a protective feature. The Bios would not beep if the PSU is shutting itself down. Also make sure you have the internal speaker connected. It's possible you just can't hear the beep because there is no speaker connected or it may be connected to the wrong place.
Don't throw away a defective power supply. It is worth a couple bucks as parts for an electronics enthusiast. Keep it out of the landfill.

Have you actually purchased Visio, or are you just trying to get it for free?
As a software guy, I would have to advise against piracy. :)
There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.
