Why is my calculator frozen?

Is the cursor checkered? If so, there is no more space on the entry line. Use the DEL key to shorten it or clear it. Clear the RAM also.

I have a TI-84 and when i put a negative number it appears Ans before how can change that?

Use the (-) key to the right of the decimal point key when entering a negative number. The - key to the right of the 6 key is for subtracting something from something else. In order to subtract from something, if you don't specify anything then the calculator uses the previous answer as designated by "Ans." The same thing happens with the + key for example, because it adds something to something else.

Is there some way you are supposed to be setting up the calculator before you use it?

That would depend on what you want to do with it. If you want to graph a polar plot, for example, you'd set it for polar plotting. If you want to graph a parametric plot instead, you'd set it for parametric plotting.

My calculator screen wont turn on

TI calculators have an annoying habit of dimming the screen when the batteries are changed so that it appears as if the calculator isn't turning on. Turn the calculator on (or at least press the ON key). Press and release the 2ND key. Press and hold the Up-arrow key for a few seconds and see whether the screen becomes legible.
