Is it possible you are seeing some variation on peak-to-peek voltage vs AC RMS which is more commonly used? Are you positive you were using the proper AC range rather than a DC range? Instead of double it should be more like 1.414 x the actual RMS voltage. If you were using the right range (AC) then your meter probably has an internal diode out. Because of isolation and other safety features in a VOM, factory repair may be preferable to possibly having a less safety aware tech repairing it. Do you know what kind of meter abuse caused this damage? Instrument repair has always been a more specialized and demanding arena of electronic repair. If it's a $25 meter it could easily be more expensive to repair than to replace with a new one. This is all general information because you did not specify which model of Greenlee multimeter you have. It's easy to blow a VOM by putting it across a circuit when it's set to the wrong range.

Most moisture meters measure the moisture content of wood or concrete is measured in percentages. So if the reading says 15 that means that there is a content of 15% moisture in the concrete.
