my 42 inch phillips, i turn it on green light comes on for 10 sec then red light comes on and flashes 4 times then stops for 5 sec then repeats.

There is no such breaker.
Fault with main board. Damaged component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts.

What are the Vs Vscan Vset and Ve dc voltages
They mean... Vs = usually to do with Volts, usually denoting Vss, or Ground... Can also mean Voltage on the Source of a FET transistor. Vscan, = Scan Voltage. Vset, = Set the Scan Voltage, Ve, = Voltage again usually Vce meaning Positive Volts,. Can also mean Voltage ON the Emitter of a Transistor. But unless one can see the place in the circuit on the schematic, it is hard to tell.
