On my Visio the 'menu' for setup is on the power button. It's a little chrome cap on the lower left side. Push to turn it on, and then turn the knob to navigate the menus. Sounds like the power supply board has gone out. It can probably be replaced, but only by someone qualified to do so.

The power supply board inside the TV has fuses that may have blown. It is possible that the board suffered damage so if you're handy with a screw driver and a volt meter, open the back of the TV and verify that all the voltages are present.

To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. This procedure will make it a hard reset. You need a connected tv that has an app for Netflix or buy a dvd/bluray that has connected tv apps built in. I have a Sony bluray and am able to watch netflix, amazon Prime video and youtube on my tv through this bluray
