Unfortunately, Panasonic does not support the VDR-M70 with Windows 7 or 8. See the FAQ here:
https://shop.panasonic.com/support-only/VDR-M70.html?t=manuals . The camcorder was released with drivers for Windows 98 (second edition), Me, 2000, and XP.
If you have Windows 7 Pro, you can check if your system supports a virtual computer environment. If you can load a virtual OS, enable virtualization in turn on/off Windows features. (Go to the Control Panel under Programs. Then click on the link. Scroll through the list to find the desired line and check the box.) The XP mode software is available here:

Then launch the OS and install the software and camcorder driver in the XP mode. Use the directions for installing the VDR-M70 with a computer from the manual, starting on page 130:

(I did run XP mode on a Windows 7 Pro desktop computer with an Intel i5 chip and 8GB of memory. I put in a second hard disk to ensure sufficient space for the second OS. It was a convenient way to maintain support for some older hardware and software.)
