Yes Nero will do that but you should have full version of NERO to write it as video DVD and select the speed as minimum that will play in your external DVD player

1. You might try using a different power or SATA cable to the drive. One of them may be defective.
2. If your BIOS cannot see it then Vista cannot see it. Check your BIOS settings....you might need to enable SATA in your BIOS
