The fuser is not warming up. You will need a new one. Not easy to fit so best have an engineer do it.

Its possible the paper is not good for the printer or the internals are dirty. Check your printer physically and run the cleaning option and try again. To avoid a jam:

1. Use only one kind of paper at a time in your input tray.
2. Whether you have a single input tray in your printer's driver or many input trays, tell the printer what kind of paper you have in the tray: Most printer controls include a section or drop-down list where you can pick a paper by name, type, thickness, or other quality.
3. If you aren't sure whether your printer takes a certain kind of paper, check its documentation.
4. When you reload your input tray, pay attention to the tray's needs, such as how the paper should be loaded and whether the length or width guides need adjusting.

To scan using Windows Fax and Scan

1. Place a document on the scanner, or, if the scanner has a document feeder, place one or more pages in the feeder. ...
2. Click the Start button , click All Programs, and then click Windows Fax and Scan.
3. To use Scan view, at the bottom of the left pane, click Scan

Does this happen when copying or printing or both? If both then likley you have a defective cartridge, or something in the printer is blocking the scanner. Try gently shaking the cartridge to see if that helps. If it does, then either the toner is clumping or the cartridge is getting empty. If this only happens when making copies then probably the scanner glass is dirty.

Put the old toner cartridge back to see if the issue is gone. IF it is then you can get another toner. Beware of non OEM toner. The other thing if the problem does not go away is to reset the power. You have to unplug the unit from the wall to do that. Let us know.

The scanner part of the printer is messed up. HP says "LSU error: #04-001. Please turn off then on." LSU = Laser Scanning Unit.
