Being a VCR/DVD recorder combo unit, the tracking issue is usually mechanical, and can be caused by any one of a number of things, including guides.
Unless you are tech. savvy with years of experience, this repair really should be undertaken by a qualified technician in a fully equipped service workshop, as some of the parts, if they need to be replaced, can only be obtained via them. The other worry is the expense.
In your case though, it sounds very much like a faulty guide (some service agents refer to these as 'base incline units') assuming the playback picture has noise bars but the speed is otherwise steady - replacement/alignment should be done by a technician - submit your unit to a workshop, tell them the problem, get a quote, and second opinion on the likely parts/labour costs involved, then make a decision afterwards on what action to take. Up to you.
(these decks use a belt between the capstan and the clutch flywheel under the mechanism - the workshop may replace the belt as well, since these stretch over time; which can also cause tracking issues)
In any case, the workshop second opinion and quote will tell you more. You should not need a new unit.
