I assume this set has startup circuity on the front side of the flyback transformer, have you looked at that to make sure its working, its been yrs since I have worked on this set but if I recall they had some issues with that transistor going bad.

What you have is closed caption(CC) in text mode.
To remove it ;
On the original remote there is a button labeled CC
Hit that button until you see closed caption OFF
