Did you register the watch with Citizen UK? because they can give support, after you registered. I don't think they mind if you bought the watch outside the UK, as long as it is not on a list with stolen watches. http://www.citizenwatch.com/en-us/

You posted this in January, which is not during daylight savings time. The SMT setting doesn't turn on automatic DST switching for a particular timezone; rather, it is a manual override to adjust timezones to DST when it is actually active. There is no automatic DST adjustment for this watch (according to their FAQ). Turn SMT to OF for all timezones during winter months, and ON for applicable timezones during SuMmer Time (SMT).

Try pushing it back in place. I had a watch like that (a Bucherer).

You may try to release the crown of the watch then rotate it clockwise several times. It might help to jump start the watch again.

After charging the Skyhawk/Black Eagle watch, you need to reset it. Here's how to do it:Turn the crown (knob) until it's in chronograph mode (CHR), then pull it out to TWO clicks. Push both buttons at the same time and the display should turn on. The push the crown back in to complete the reset.If that does not work and you are 100% positive it should've charged...take it in for service. It could be a bad battery (rare).
