read the instructions on disassembly page 6-7 of user manual http://www.powerjuicer.com/downloads/express.pdf says you in step 5 that you have to pull up on the filter/blade/receptacle unit and then twist it blade is not to be separated from filter

There is one model that requires a key to open. See this video at 1:25 in. You need to use a knife or something to push down the small black release button then it will lift straight off. I got my daughter to push down the button as i lifted.

a good bet is either a fuse or an inline diode that keeps juicer from shorting itself out.

Need more info. Maybe there is a switch on the base for the cover that is not being pushed on when cover is applied or something similar. It is hard to say unless you can list the brand and model. sometimes the cord can have an open wire. Try to wiggle and replug into the outlet. Also, make sure you did not trip the gfci outlet that it is plugged into.

You may just be overloading the circuit. Easiest correction - unplug something else that's running (or turn off a light) on the same circuit and see if the breaker still shuts off. But wait - also important - was there any burning smell? If so, this is dangerous. It's a short circuit that occurs when a "hot" wire (black) touches another hot wire or touches a "neutral" wire (white) in one of your outlets. You should not use that outlet and have an electrician look at it. Or it could be a ground fault (similar to the short circuit - when a hot wire touches the ground wire on the side of a metal outlet box which is connected to the ground wire. For either of these, you need an electrician.
