the battery can only be reconditioned if it is not working properly due to a scale build up on the plates of the battery, if a cell is shorted out ,it will have no effect to "recondition it" . if a battery needs to be reconditioned to work properly it is probably close to the end of its life cycle and it will be a temperary fix

I hate this about automatic electronic battery chargers; they shut down when the battery isn't perfect. The battery may have an internal short or the specific density of the electrolyte may be high or low. The plates may be sulfated as well. An old-fashioned non-electronic charger would have charged it anyway.

It means the battery charger is your problem. Find an old-style simple battery charger, not one of these new "smart" chargers. The simple ones allowed YOU to decide whether to charge or not. Placed more responsibility on you, but a simple charger would WORK for your battery. At 9.1V, your battery's DEAD.

You will have to verify that the charger is actually putting out the voltage it is supposed to. The input transformer could still be good while the secondary that goes to the output could be bad or a fuse or other component could be bad in the out put OR the wire from the adapter could be bad. Replace the charger with one that has the correct voltage and amperage ratings and the correct plug on the end.
