Coolant system needs to be serviced. Get a reputable servcie tech to check it for leaks and servcie and charge the system. If it doesn't have any issues other than that, it should be fine.
First what you have to do is unplug it and leave door open over night, tto let the ice melt down. Then when you go back the next day, you need tto check if the defrost timer is working, if it is you need to check the heater and if thats ok you need to check the thermostat, One of these 3 things are gone.
At first it sounds like it's short of refrigerant, have you or anyone else been chipping at ice with a sharp object like a knife or screwdriver? If the answer is yes then a new fridge is in order. You can verify this by checking the pipes that leave the compressor at the back, the small un-insulated pipe should start off hot and gradually cool down as it travels through the condenser on the outside of the fridge much like a radiator on a car. If it is mostly cold to the touch then refrigerant level is low and you have a leak somewhere on the system.
Unplug, and take cardboard cover at bottom off using 1/4 nut diver. Look at the fan; is there anything touching it? Spin it with your finger. Wait a few minutes then plug back in. Is it comming from the roundish black thing the size of a basketball? If so its not worth fixing?GOODLUCK>>>
the compressor relay is kicking off and on check to see that the fan motor is running at the compressor if so equipted, it should be running , if it is then check the coil for lint buildup remove any that you can, if it still kicks the relay off replace the relay

If it normally says 4 for the fridge, that would be 4 degrees Centigrade, which means the freezer should show minus 18'C. Or 36'F Fridge / 0' F Freezer/

Not normally a flapper. There is a trap on the rear outside cabinet just below the level of the freezer. Remove it and soak in hot water and bleach for 20 minutes, then flush all the debris out, shake it dry and reinstall.
