If the pumps stay ON, the contacts on the relay are sticking closed, causing the pumps to always be ON.

To be safer, you can turn the circuit OFF first, make sure no thermostat wires (that you previously disconnected) are touching anything and turn the circuit back ON. The pumps should stay OFF. If they come ON, the contacts on the relay are sticking closed.

Alternatively you can temporarily wire a single pole switch in place of the thermostat.

Since the timer on the left (filter pump) feeds the load side of the relay, which in turn feeds the second timer, it's also possible that the contacts on the timer on the left are sticking closed.
