the clutch is dragging, its not completely dis engaging when the clutch is pulled in, try taking some slack out of the clutch cable by tightening the cable just near the clutch lever , this shold pull the clutch further in and help finding neutral
your gear selector linkage cable has come adrift from the linkage bracket just below the battery tray ,you can temporarily fix with two cable ties ,but will need to replace one of the two cables one is for neutral and the other is to select gear
it should start if the clutch lever is pulled in even if it is gear, check the kill switch this on a lot of bikes goes faulty and gives the same symptoms as you report

And dont put it in gear with the kick stand down t may stall on you
Some trans were notorious for being hard to find neutral. When in first and you want to go into neutral, put slight pressure on the shift lever, blip throttle and slip lever into neutral. It has something to do with pressure release on the clutch plates.
Sounds to be your slider gear inside case. You'll have to slip case to inspect. If your clutches are slipping badly the higher gears would be harder on the slipage to the point that it would seem as thought you are not in gear and would rev up the rpms. Either way you are going to have to open the lower case somewhere
