I would tend to agree with the previous two answers. The associated cylinder is obviously NOT firing.
Although, you didn't mention any performance issues. If there are any. Then a cylinder not firing is your best bet. If there arer NO issues with performance. Then there is a whole other can of worms we need to jump into.
I truly hope the former is the case. It is an easy and inexpensive fix.

If you have spark then I would check the compression
I would check for spark sounds like a dead cylinder

There are to different adjustments you can make. The most common adjustment made is on the clutch cable under the rubber boot real easy to figure out once you slide the boot off. The second is at your ramp and ball. I don't ride a RK so I don't know the exact method, but if you stop by your local library they might have a manuel that explains it in detail. My library does.

Take yoar right saddle bag off.unbolt the front bracket to let the strap free unscrew at back and lift up and back.

i have a 2003 ultra classic my riding lights keep blowing the fuse it wont do it sitting in the garage i have gone thru the wiring harnessing looking for the short fixed many things but still have the problem the turn signals work the brake lights still work so where do i look

Did you pull any error codes?
If so, which codes did you get?
To retrieve fault codes:
With engine run/stop switch in the RUN position, hold odometer reset button while turning ignition switch to ON position.
Speedometer back lights wil come on, needle swings to top speed position, indicator lights will come on.
Release reset button.
"diag" should display in odometer.
Push and release odometer reset button. The letter "P" will flash (ECM/ICM info obtainable).
Record any error codes. If none are present, "NONE" will scroll across screen.
Press and hole reset button for more than 5 seconds to go to next mode ("S" = TSM/TSSM/HFSM mode).
When done with all modes, switch off ignition.

Check for spark. It could be you have a fouled sparkplug.
