The most likley cause of your problem is that the radiator fan is not running or turning on. Easy to check, run the bike untill the coolant bubbles out and listen for the fan. If you put your hand in front of the rad it should try to suck you hand toward it. If yhe fan is not running than you wither need a new fan or coolant temperature switch for the fan. It should be located in the head of the engine.
SOURCE: honda ruckus oil on air filter
There shouldn't be any oil on the air filter. Take the air filter out and try drying it out (a blow dryer would come in handy) to make sure the liquid is not water. If it is oil, take it back to the dealer as it is still under warranty.
SOURCE: Carb spittin out fuel when using throttle
change the air filter they spit oil out of the breather tubes that are connected to the rocker boxes when the air filter gets dirty the air pressure lowers on the cleaner side of the carb and then the fuel wants to go to the lower pressure making it come oput of the airfilter side
SOURCE: THE MACHINE SHAKES WITHOUT CONTROL
During the spin cycle if your cloths are too heavy on one side you will get this problem, reposition the cloths and it should cure the problem, at least thats what I do when my machine gets to shaking.

Always have an escape route.
Never go through the intersection first or last.
Drive as though you are invisible not invincible.
If you are scared .........slow down
ALWAYS wear you boots and protective gear.
Go online and read up bike riding is nothing like a car. People will try to run you off the road.
I would find a manual for the bike. You may usa a different manual because all general maintenance is the same. Do a 10k scheduled and the bike will be fine.
Do not ride with dry rotted tires.
Have FUN and plz be SAFE

This sounds like no fuel flow to your carb. I would proceed as follows:
Pull fuel hose from the inlet of the carb and see if you have flow, if not, check for plugged screens. While in this step, consider draining all fuel and replace with new fuel.
If you did have fuel flow, you will need to take the carb(s) apart and see what is wrong. Some times the float needle gets stuck and a moderate tap on the carb body with a screwdriver handle sometimes releases it, otherwise, you need to open the carb and look for gummed up orifaces and inlet valve issues.
