you can add fuel stabalizer to prevent carbs from gumming, get the fuel down low in the tank add stabilzer and add fuel so it mixes now run the bike for a few mins to get the carbs lubricated and you good. the noise could be the valve train from cold oil etc hard to say. as for your red pipes
Most likely cause is that you are running lean (not enough fuel/too
much air). This could be caused by the wrong size jets, but if you have
not changed them, I would look elsewhere. A clogged fuel filter could
be to blame. That would be the first place to look. Next I would look
for a leak around the joint from the carb to the engine the rubber joint there get brittle over the years and are not air tight anymore . Spray starting
fluid...or WD-40 around the joints and listen for a change in engine
RPM. This would indicate a leak,
You might just have to rebuild the carbs.. good luck
