On my 2000 Electra Glide my starter seems to work but when it kicks out it won't turn flywheel

Depending on your weight and if you carry a passenger as to the air pressure. I normally run about 14 but 24 if riding 2 up.
Recommended pressures:
up to 150 lbs- 0
each addition 25 rider pounds > 150 lbs add 1.0 lbs
each additional passenger pounds > 150 lbs add 1.5 lbs
each additional 10 lbs of laggage add 3.0 lbs

Hi there,
Same symptoms occur in vehicles from time to time. It was your 'hand turn the flywheel' that made me lean toward this diagnosis.
Although You have not supplied the make/model I can make a few assumptions. The symptoms you describe sound like a worn relay/solenoid supplying power to the starter motor.
When the contact surfaces are at the end of their usable life, less and less of the 'cold cranking amps' get past them. So instead of freely flowing to the starter, the power is bottlenecked.
Check what ever mechanism your generator employs to provide starting power.

I'd say that you have an intermittant short somewhere. These are very difficult to find. I'd start at the tail light assembly as most of the time, I've found the shorts in that area, from the seat back to the tail light assembly.
