Hey mates me and my buddy have been arguing abt vuka xl110 and no limit racing DB110c which one is faster between them

Sounds like a dirty carburetor or blocked main jet.

That is about right for a 110cc step-through scooter. They are very unaerodynamic. For a small engine it also depends on your weight and how much of a sail (wind resistance) you present to the oncoming air.

How to repai a slipping clutch assembly on vuka xl110 scooter

first off drain out the oil and add fresh stuff. If it is a centrificial type clutch you may have to replace the clutch pads.

Sounds like the gas tank isn't venting.

If air isn't allowed to enter the gas tank to replace the gas flowing out, vapor lock happens.

Next time it dies, remove gas cap and see if it starts quicker/easier, and runs longer.

If so, then you have a plugged vent.
