a compression test could be in order-buy a clymer manual and cylinder comp kit however make sure your not neglecting maintenance-check plugs and wires/coil also inspect carbs and fuel system

Sounds like your charging system is not charging the battery.
Put a volt meter on the battery, run the engine up to maybe 2,000 RPM. The voltage must be at least 13.8V, but not more than 14.5.
If that is all OK, your battery is worn out, and is not holding sufficient reserve. It would need to be replaced.

Where exactly does the engine oil leak from the engine?
Is it the gaskets or the oil seals?
From your explanation, it seems the plug is getting fouled up, the carburator settings maybe wrong, you will have to reset it,best would be to do up a complete tune up, checking and resetting the valves clearance, the spark plug, the ignition timming etc. etc.
By the way which year is your bike?

That's one crazy fast speed, I'm going to assume you are on a race track not the streets or high ways. To answer the restricted part "normally" what happens here is the engine goes into a state of controlled miss fire "limiting" the engine revs to a specific RPM called a rev limiter.
Okay the part that is the problem is the carb jetting, you are basically running out of gas at high speed when the engine is under sever power demands. Causes can be many one is because it's a carburetor type engine it is sensitive to atmospheric changes as in altitude, temperature and humidity. This is were an injected engine will shine because it automatically adjust for these conditions almost instantly.
Another problem is if the bike has performed properly before under the same conditions then I'd say you just brought it out of storage and the gas was left to evaporate in the system and has left sediment behind partially clogging the high speed jet(s)
Normally carburetor type motorcycles are a gravity feed (when the gas tank rested above the engine) id the fuel filter in the tank and the one in-line before the carb(s) are partially blocked it will also give the problem.
My suggestion would be to have a motorcycle mechanic do a fuels system service to correct the lean condition.
